The HCD Insignia: What Factory-Built Approval Actually Guarantees

California reviews our plan sets once, at the state level, and inspects every unit in-plant against that approved design. Here is why that changes your permit timeline.

One plan review instead of many

Karlev units are approved under California's Factory-Built Housing Program. The Department of Housing and Community Development reviews the plan set once at the state level, and every unit we build is inspected in the plant against that approved design. The insignia riveted to the unit is the proof.

Why local permitting gets narrower

When a jurisdiction sees an HCD-insignia unit, it is not re-reviewing structure, envelope or systems. Those were settled at the state level. Local review narrows to the things that are genuinely local: siting, setbacks, utility connections and the foundation. California caps ADU permit approval at 60 days, and a narrower review is far more likely to land inside that window.

Running fabrication in parallel

Because the design is fixed and pre-approved, we can start in-plant prefabrication while local review is still running, where plans allow. That parallelism is the single biggest reason our Discovery-to-move-in timeline lands at 6 to 8 months instead of the year-plus a comparable site build takes.
